When you submit a scoop it automatically goes to upcoming.
Once it recieves enough votes it is promoted to the front page (you can change the total number of votes needed to make this happen by going here: http://(yoursite).com/admin/settings/drigg/drigg_promotion). If it doesn't receive enough votes it goes to archived after a set amount of time (which you can change by going here: http://(yoursite).com/admin/settings/drigg under "How many hours entries stay in the "upcoming" queue: ")
If you want to manually promote a story, without it having the required number of votes, log in with administrator privileges and go to submit a drigg scoop (or just use the edit tab if you already submitted one) and click publishing options at the bottom of the submit page (right before the submit button) and check promoted to the front page. If this doesn't work or you are still having problems let us know.
