You need to change your Drupal template files. If you don't know where they are, then you _really_ need to know where they are or you won't be able to change anything in the way Drigg looks!

The location of your site's template depends on the way you installed Drigg. If you don't know how to edit template files, I suggest you ask the Drupal forums for help.

Just want to add ads below story title and above story description

in the drigg theme folder,

in the drigg theme folder, edit the file node-drigg.tpl.php and find the text print $title; you want to insert your ads after that.
note that print $title; is there twice, one for the teaser view (on pages listing several scoops) and for the not teaser (!$teaser) view, when we're looking at the actual scoop.
