Sort the scoops by votes

Hey,

i hope my english is good enough to understand my question.

I want to sort the scoops by votes:

5 votes: scoop 1
3 votes: scoop 2
2 votes: scoop 3

Can i realize this with drigg?

And how can i allow, that an anoymous user can vote a scoop?
