Limit Characters for Links In Comments

Hello,

I have a simple question that I haven't had much luck solving.

I would like to limit the characters on links since long links seem to overlap with my right column on forum posts and some comments.

For instance the following link:
http://www.amazon.com/gp/product/B001GZ6QEC/ref=s9newr_c1_at3-rfc_p-3237...

Is there a way to display less characters for the link. It appears Drupal already limits the characters (as seen in the link above), but I would like to display less than the currently set amount of characters. Is this possible?
