Tags only finding "published" scoops

I'm not sure if this is configured as expected, but I noticed that the tags only find the articles that are published scoops reaching the frontpage and the tag links will not find upcoming stories.
You can see "Lindsay Lohan" tag on the site www.popstarviws.com and see that no stories are found when clicking on the tag. Yet, if you go to upcoming from the menu then the two LL stories are found.

That's the intended design.
Somehow, it seemed to make a lot more sense, especially for FSDaily. Basically, only articles that made it to the front page are important enough to make it to the tags...
Do you think that should be configurable?
